The Kave Health Access List

Every program Kave lists has already cleared four mandatory gates. The Access List is the subset that scored at least 88 out of 100 — the shortlist Kave would give a friend who called at nine on a Tuesday night.

This is a ranking of usefulness, not of prestige. A program earns its place by changing what actually happens to someone: care received, a bill reduced, a prescription filled. Nobody can pay to be on this list, and the scoring is published in full. The ordinary inclusion threshold is 80; the Access List bar is 88.
  1. Best for: Anyone in emotional crisis, thinking about suicide, or worried about someone who is.

    Kave routes crisis situations out of the matching engine entirely. When someone indicates they are in danger the answer is not a ranked list — it is this number, shown immediately and without further questions.

    Best for: Anyone holding a hospital bill they cannot pay, including bills already sent to collections.

    Nonprofit hospitals are required to run financial-assistance programs, and most patients never learn they exist. Dollar For does the two things that actually move a bill: it screens you against the specific hospital's published policy, and it files the paperwork with you. It charges patients nothing and takes no cut of what it saves.

  3. Best for: Finding treatment for a substance-use or mental-health condition, with or without insurance.

    Operated by the federal Substance Abuse and Mental Health Services Administration, it refers to state-funded treatment for people with no insurance and no means to pay. Kave prefers it over commercial 'rehab helplines', many of which are lead-generation operations for a single facility.

  4. Best for: Anyone enrolling in or changing marketplace coverage who wants unbiased help.

    Navigators are federally funded, free, and barred from steering you toward a particular insurer — the distinction that matters when the alternative is a commissioned broker. Kave leads the insurance pathway with the assister directory rather than the application itself because the assister raises the chance the application is finished correctly.

  5. Best for: Anyone newly diagnosed with pancreatic cancer, and the family making decisions with them.

    Pancreatic cancer gives people almost no time to research their options, and the decisions made in the first two weeks matter enormously. A named case manager who will do the searching is worth more here than any amount of written material. Kave rates it at the top of patient impact for that reason.

  6. Best for: Anyone rationing insulin or facing an insulin cost they cannot pay this month.

    Insulin is the clearest case in American healthcare where a pricing problem becomes an emergency within days, and the assistance landscape is split across three manufacturers with different rules. One screener that covers all of them is worth more than three separate applications, and Kave surfaces it first in any insulin pathway.

  7. Best for: Anyone billed by an out-of-network provider they did not choose, especially after an emergency.

    This is a legal protection, not a charity. If a bill falls under the No Surprises Act, the correct action is a federal complaint rather than a payment plan — and the complaint is free. Kave includes it because users routinely negotiate down a bill they did not owe in the first place.

  8. Best for: Anyone choosing, changing, or appealing Medicare coverage.

    SHIP counsellors are not paid commission and do not sell plans, which is precisely what separates them from the marketing calls that follow a 65th birthday. Kave treats SHIP as the default Medicare answer for that reason alone.

  9. Best for: Anyone who needs primary care and cannot pay full price, insured or not.

    Federally qualified health centers are the single most reliable answer to 'I need a doctor and cannot afford one.' They are required to see you regardless of ability to pay, they cannot turn you away for being uninsured, and there are more than 15,000 sites. Kave leads with this because it is the option that most consistently exists near a given person.

  10. Best for: People on Medicare who are struggling with prescription costs.

    Extra Help is worth thousands of dollars a year and is administered by the Social Security Administration, yet millions of eligible people have never applied. Kave surfaces it early in the Medicare pathway because it is a government entitlement with published income limits — no discretion, no negotiation.

    Best for: Any parent of a baby in that age window — this one is not means-tested.

    Conditions that permanently reduce vision are treatable in infancy and largely are not later, and a baby cannot tell anyone something is wrong. There is no income test at all, which is unusual enough to be worth saying twice: every family qualifies.

  12. Best for: Households with limited income, and any family with uninsured children.

    CHIP income limits are far higher than most parents assume, so uninsured children frequently qualify in families that were certain they would not. Kave surfaces Medicaid and CHIP together for that reason, and because enrolment is open year-round rather than only during open enrolment.

    Services are delivered by licensed oncology social workers rather than volunteers, and the counselling side is free with no diagnosis-fund gatekeeping. Kave includes it as the non-financial complement to copay funds: transport, childcare, and someone to talk to are what treatment plans actually fail on.

  14. Best for: Uninsured people who need a mammogram or Pap test and have been putting it off because of cost.

    A federally funded screening program that operates in every state and several tribal organisations, with published income criteria rather than case-by-case discretion. Kave rates it highly because a screening deferred for cost reasons is the most expensive kind of delay there is.

What is not on this list

Plenty of good programs sit below 88 — usually because they are hard to access, slow, or narrow, not because they are bad. A long waiting list costs a program points on this scale even when the care at the end of it is excellent. If a pathway matches your situation, the guided matcher will still recommend them.
